Assistant City Manager Ryan Evans said an official external investigation into the use of DPD officers for Brown's funeral procession will be completed.
Asst. Chief Cato, said the decision to provide the escort was made on the fly "to address the immediate public safety issue."
"We'll get statements from officers. We will get the tapes from dispatch, and an outside firm will handle it."
The use of police detail infuriated leaders of Dallas Police Association groups, and some have called for Bernal and Cato to be fired.
